1. Acceptance of Commercial Terms

By accessing the REOM Energy Establishment portal, downloading digital product catalogues, submitting Bills of Materials (BOM), or initiating Requests for Quotations (RFQ), you agree to be bound by these Terms of Use and our commercial trading policies. These terms apply to all digital visitors, engineering contractors, procurement managers, and industrial organizations utilizing our website and online specification tools across the Kingdom of Saudi Arabia and the wider GCC region. If you do not agree with any provision of these terms, you must discontinue use of our online procurement tools immediately.

2. RFQ Submissions & Quotation Disclaimer

A critical component of our digital platform is the online Request for Quotation (RFQ) and Bill of Materials (BOM) submission tool. Please note the following legal commercial rules regarding online submissions: • Invitation to Treat: Submitting an RFQ through our modal, email, or WhatsApp channels constitutes an "invitation to treat" and does not create a binding commercial purchase order or contract. • Formal Commercial Offers: All price estimates, preliminary calculations, and delivery lead times provided via digital channels are subject to formal engineering spec review, manufacturer stock verification, and written confirmation by an authorized REOM procurement manager. • Quote Validity & INCOTERMS: Unless explicitly stated otherwise in a formal written quotation document, commercial quotations are valid for a period of fourteen (14) days from issuance, and all deliveries are subject to standard GCC shipping and trade terms agreed upon in the final Purchase Order.

3. Intellectual Property Rights

All content featured on this website—including but not limited to corporate logos, product categorization systems, technical datasheets, general arrangement drawings, digital catalogues, graphics, and text—is the exclusive property of REOM Energy Establishment or our pre-approved international manufacturing partners. • Permitted Use: Procurement teams and project engineers are permitted to download and print product catalogues and datasheets solely for project evaluation, engineering compliance reviews, and internal BOM compilation. • Prohibited Use: Unauthorized commercial reproduction, alteration, scraping, or redistribution of our proprietary material databases and technical specifications without express written consent from REOM Energy Establishment is strictly prohibited under international copyright and GCC intellectual property laws.

4. Technical Specifications & Operator Alignment

REOM Energy Establishment makes every reasonable technical effort to ensure that product descriptions, dimensional data, chemical compositions, and standard alignments (ASTM, ASME, API, ANSI, NACE, IEC, BS) published on this portal are accurate and up-to-date. However, industrial engineering specifications evolve rapidly. Information on this website is provided for preliminary technical guidance only. Prior to placing orders for critical regional infrastructure or marine environments, project engineers must verify that selected materials comply with the specific revisions and operator standards mandated by their end-user (e.g., Saudi Aramco, SABIC, SEC, ADNOC). We assume no liability for discrepancies between online summary sheets and official mill test certificates (MTR EN 10204 3.1/3.2) issued at delivery.

5. Limitation of Liability

To the fullest extent permitted by applicable laws of the Kingdom of Saudi Arabia: • No Consequential Damages: In no event shall REOM Energy Establishment, its officers, engineers, or logistics coordinators be liable for any indirect, special, incidental, or consequential damages—including project downtime, liquidated damages, or loss of profits—arising out of the use or inability to use our website or preliminary digital quotation tools. • Total Liability Cap: Our total commercial liability regarding any verified material supply or procurement transaction shall be strictly governed by the specific warranty terms and liability limits detailed in the executed written contract or Purchase Order for that specific transaction.

6. Governing Law & Dispute Resolution

These Terms of Use and any digital interactions, procurement requests, or commercial disputes arising from this website shall be governed by, and construed in accordance with, the commercial laws and regulations of the Kingdom of Saudi Arabia. Any dispute, controversy, or claim arising out of or relating to these digital terms that cannot be resolved amicably through our Dammam engineering desk shall be submitted to the exclusive jurisdiction of the competent commercial courts in Dammam, Kingdom of Saudi Arabia.
